can we go sell this is a training for our school community councils our school community councils and the role they play in both decision-making and capacity-building go with the power policy Innovation planning and evaluation branch okay so I'm first off so the scc's they're actually rooted in legislation so there was a an app that 51 and 2004 legislative session that created BC we created a species so it created 1124 that Dan gave rise to Board of Education policy 500.19 about school Community councils I'm in addition to that is a few other statutes and policies that govern the responsibilities for school community councils and those are listed there 302-8251 related to Stephen H and policy 500.2 is the one that actually give some sort of a structure for a sec can be the conduit for Weaver's in the waiver process so when did you see the idea is that decisions about schools in about students their best made and implemented at the school level so that was the main idea behind ask 51 and so a few things that were created as part of that asked was a way to give money to the schools through something called a weighted student formula and that's just the way to make sure that funding is given to all schools at start of an equitable rate also it does allow principals to decide how to spend the money through something called the academic and financial plans at every school bus to do School Community councils is that the idea was for SEC so I can give voice to the community and Cheesesteak stakeholders and vice principals I forgot deal with SEC is again is to be as what's your neck somewhere parents and the community could then have a voice and a role in the school and to help guide our Affairs are carried out at the school so because SE Caesars metsa or half of the school Community Council must come from the school from school and the other half must come from the community or outside of the school looks like you have a parent's a student and a Community member so that'll be three people and then on the school side you would have your principal it could be a teacher could be a vice principal it could be a administrator some support staff this could be the custodian is security one of the security officers or anyone else in the school but whatever happens if always needs to be balanced so it should be from the community and half from the school describe the situation can the idea that it should be 50/50 so if you have for example a principal on there and a teacher and a a staff and you would need to have at least one more student apparent a Community member if for example that the school wanted to have four people from the school then there have to be equivalent for people from the community as well or outside of the school this is what the school Community Council is not so it's Googling council is not the governing board does not hire fire the principal it does not control School finances it is not an evaluation tool so they're not supposed to be evaluating teachers or staff ideas for the members of the SEC are not supposed to be promoting personal agendas or representing any specific constituency to work together to represent the views of the entire community in what's best for the school and the school and finally it's not supposed to be a rubber stamp so principles are not supposed to be just teasing you to just sign off on documents either so there is some administrative offices of something that the SEC must do and I think maybe four students this may not be as applicable but it's good to know that the SEC is a public body so they you want to make sure that any nobody sees our agendas are made known to the public at least six days prior on your school's website also needs to make available available any public meeting minutes available to the public your SEC also should have bylaws in place again it should have their the 50-50 rule members of both of the community as well as the school black officers and there is a few things that they need to do at the end of that time of the SEC was in a principal evaluation survey and a self-assessment I'm sure some of the primary role the responsibilities of SEC the one of the main roles is for you to review the academic and financial plan as you remember this is what every school do they make screen darker than making financial plan the SEC is supposed to weigh in on that to go through it and give recommendations to principal on that I'm so enjoying that the ideas as you go to the academic and financial plans you want to meet play the line with the education accountability system you also want to make sure that you were viewing School evidence is evidence of School progress as you go through those academic and financial plan that's what he does I participate in selection and evaluation of the principal but again it is not there to hire or fire and principles right it is really more of a constructive and collaborative exercise I finally it's really not for the community to weigh in a collaborative in guiding the direction of the school in looking at the academic plan one of the things that the SEC will often use is Drive idea and that can be found through a hydro website if you go to a school finder link she clicked on you typing your school name you can find out if you can find the current academic and financial plan as well as some of that stripe you can also find School data at hydro theater.org and again we aren't expecting SEC members to the professionals who are able to understand that data the data should be looked at in conjunction or in collaboration with principal and with members of your teachers I'm so that you can get an idea of what all that information means and how that can be used when making her recommendations for the academic and Financial. when is the start of a a little graphic splitting the the process of how and where the FEC fit in this process do all schools will have some sort of assessment that is done at some point to the year are the three this year and that data has been looked at by principles and by The Faculty to then develop the academic and financial plan and after review there by the SEC to make their own recommendations and revisions and then finally that is sent back once that the recognition that made and the principal approved it is then sent to the camping area superintendent for final approval this one I think is maybe less important for students but the big cycle that starts all the way from July and runs through December when your school's have to do financial plan and then the school teachers also has their own budget Cycle Gear it's a lot more detail to that but I don't want to get lost in those details or not but just to know that you are part of a larger budget cycle that the department. additional responsibilities for the SEC player role in recommending and reviewing the repair and maintenance needs for the school so they do help the principal should be bringing some of those are paying maintenance needs to the SEC for review if there's any new school policies and rules the SEC should have a chance to recommend or to review those as well and even develop if they want to develop new school policy when school wants to request additional waivers for example if they want more professional development days for their teachers when students would not be at school the SEC plays a key role in reviewing that and then approving that fever then stands up to the board of education for approval and finally if there's any name changes our facility name changes School SEC is the one responsible for getting that getting Community input and then making those recommendations is the general outline of the calendar that the SEC can follow as soon as they go through a year one of the big again some of the big driving factors that should be reviewed around October or October at least you have a discussion on it so that suc members can review and then and start thinking about giving their recommendation and another big deadline is in February when the waiver deadline is in place so if our school would need additional professional development days the SUV should have a meeting prior to that February deadline so that they can prove any of those waiver request and then at the end of the year the idea is to prepare for the next year's SEC by making sure self-assessment surveys are filled out principal surveys are filled out and the election of officers for the next year are also I also. Just some quick ideas of how decisions should be made so in the SEC the idea is to try and reach consensus as much as possible it is supposed to be at Robert Redford and so he has to try to get everybody on board and agreeing where possible if you cannot make that agreement then the chair of your SEC can call for a vote and then you can vote NFL vote needs to be taking them you do you have to make sure you have something called Quorum which is means that you do need to have a minimum amount of members in there in order to take action sport SEC if you have six numbers you need to have at least 50% plus what so you would need to have for members present which is 3 which is half of 6 and then plus one additional set of four members and if you're going to have a boat in Arkansas to get a majority and then you can't have ultimate members and they would only vote when the when the primary member is not present the principal does have a son additional Powers as well even though within the SEC process so the principal does have the authority if I need to see is made by the SEC that he or she does not agree with other principal can say that can set that aside so that you know I don't agree we are not going to move forward with that decision by the SEC or whatever and the principal shouldn't be doing this on a regular basis it would just probably happen if there is something that has maybe something new information that has arisen or or some way or reason for the principal to determine that that decision may not be in the best interest of the school she's still after all of that information still thinks that the principal is wrong or I told you that decision they can appeal to the conference or superintendent would then weigh in on the issue and if that's how does not appease SEC they can go to the superintendent and ultimately they can take it up to the Board of Education as well and then the principal cannot I shall not set aside any decisions made by the SEC to recommend the academic time for approval.
